Description
Title/Role: Technical Writer
Short Description:
Responsible for meeting the full-service procurement needs of the IT department including specification development, bid preparation, evaluation, recommendation, quality assurance, and execution of contract awards.
Complete Description:
Essential Duties and Responsibilities
This position requires an individual with procurement experience and a strong knowledge of IT products to work on the Back End of the procurement process. Will participate in the determining the most appropriate products for EDA's requirements; develop the necessary paperwork; solicit bids, etc.
1. Works closely with IT department to translate the groups technical procurement needs into standard client procurement documents used to process competitive and fully competitive public bids, in accordance with the Authoritys Procurement Policy and Procedures. Coordinates bid process from specification preparation through contract execution. This includes:
Prepares bid documents for goods and professional/technical services in consultation with IT Department representative(s)
Confers with compliance personnel to ensure required language and forms are included in bid documents
Coordinates review by DAGs office and other parties as required
Coordinates advertising of the bid (ie newspapers, Authoritys Website and State Business Portal) and schedules and hosts pre-bid conferences
Participates in meetings with IT vendors and bidders relative to the bidding process and/or contract execution. Coordinates bid challenges with IPM and DAG.
Evaluates proposals received from IT vendors, convenes Evaluation Committee and assists with recommendations for final selection. Prepares recommendation for award and assists with the board approval process where necessary.
Drafts applicable contractual documentation
Manages Web based posting of bid results
2. Performs routine purchasing procedures for IT products, including hardware, software, maintenance, and licensing. Sends out vendor requests for quotes, coordinates approvals, creates purchase orders, and places orders. Updates the vendor database. Coordinates receipt of goods with the IT department and processes invoices for payment.
3. Confers with client IT staff to review existing and anticipated procurement requirements. Assists in analyzing product or procurement history data and makes recommendations regarding appropriate methods for accomplishing effective purchases and costs savings where applicable. Assists with IT budget planning and performs review/analysis of historical purchasing data.
4. Assists with the development of procedures, directives and guidelines to implement procurement requirements including Executive Order 37 (2006). Assists with implementation of new procurement regulations.
5. Ensures the client IT purchases are compliant with applicable bidding rules, regulations and reporting requirements. Reviews applicable Executive Orders and/or legislation and makes recommendations to the Director - IPM on how to manage and implement internally.
6. Prepares procurement and auditing reports providing number of contracts, dollar value, actual vs. planned, number of procurements.
7. Provides back up to Procurement Officer as department workload requires, ensuring organizations procurement needs are met.
Required Skills and Abilities
Demonstrated knowledge of LAN/WAN infrastructure design and support
Must possess knowledge of network appliances, data center/desktop hardware and peripherals, and widely-used software products including network operating systems
Must possess detailed knowledge of Microsoft/other large vendor licensing models
Must be able to communicate effectively both verbally and in writing; proficient in business presentations/public speaking
Ability to manage vendors and consultants; customer relationship skills, both internally and externally
Ability to prepare clear, technical, accurate and detailed bid documents, reports and correspondence
Ability to negotiate and draft complex documents
Ability to analyze data and reports and make recommendations
Ability to learn and understand state procurement laws, rules and regulations
Ability to create and maintain files, records and lists; good organizational skills
Ability to work independently and process multiple projects while prioritizing workflow
Proficiency in Microsoft Office Suite skills and ability to learn new software programs
Deliverables
Accurate processing of technical and professional bids
Purchase of IT-related hardware, software, supplies, licensing, and support
Monthly bid activity pipeline report
Meeting prescribed timeline dates for each procurement
Annual report forecasting procurement requirements for IT department
Linkages
Internal IT staff/CIO for all procurement needs
Business unit directors for annual software and maintenance requirements
Attorney Generals office contracts, procurement, rules, regulations
Governance and Public Information regulatory issues, GAU review and approval
Office of State Comptroller - notifications, if applicable
Vendors, consultants and contractors
Accounting Department for Accounts Payable matters
Required Qualifications
Education and Experience Requirements
Bachelors degree with emphasis in business, computer science, process/quality management or other related academic degree and/or equivalent professional experience
Three to five years technical experience in the purchase of IT goods and services for a government or business entity (preferred)
Background in business process/systems improvement/quality management (preferred)
