Minimum Requirements:

?Bachelors degree
?Strong PC tool skills (i.e. Word, Excel, Visio, Access)

Strongly Desired Qualifications:

?Prior experience managing vendor relationships
?Prior management level experience
?Prior process documentation and re-engineering experience
?Prior experience with coordinating / planning IT or Operations training
?Prior experience developing and producing management level metrics, measurements and trend reports
?Prior IT project management experience
?Experience working with third party staff augmentation and contracting firms

Position Responsibilities:

This individual will be an integral part of the enrollment systems management team and will also play a key role in the ongoing transformation of the area from one of individual development teams and applications to a cohesive IT enrollment department focused on process and quality across development, IT support teams and vendor/trading partners.

Some of the specific areas this manager will be responsible for are listed below:

? Develop, manage and administer an enrollment vendor management program. Responsibilities would include acting as the single point of IT accountability and escalation for the vendor relationship, issue tracking and management, quality and process improvement, vendor quality measurement and reporting.
? Act as the single point for contractor sourcing for the enrollment systems area. This would include CER, SOW development and tracking, rate negotiation, contractor sourcing and budget tracking and reporting to management.
? Develop a consolidated management level dashboard, supported by underlying detail, of relevant enrolment metrics including things such as # of implementations by month, first pass rates, number of open issues / defects, development project and enhancement implementation inventory and status, etc.
? Development and deployment of an enrollment training curriculum for an audience of IT associates in the enrollment systems area. Training for items such as:
o ?Understanding the enrollment process flow?
o ?Enrollment processes and procedures?
o ?How to use the enrollment systems?
? i.e. perform eligibility inquiries, view enrollment certificates, view transaction history, etc. on the various enrollment systems
o Ensure associates gain a basic understand of health insurance enrollment and administration including PCA/FSA/HSA?s
o Platform Migration activities and flow
o IT Tool usage including SPIRIT, SPOT, RFE subsystem, SR, etc.
? Development and maintenance of a cross team release and project status reporting mechanism that can be used and viewed by management to ensure projects are tracking according to schedule and highlights road blocks and / or delays that require management intervention.
? Consolidate cross team activity information and provide management level updates on a bi-weekly basis for the enrollment systems area.
? Perform cross team issue management, as needed, for specifically assigned customer / vendor problems / issues.
? Document enrollment processes and recommend areas and approaches for process improvement and reengineering.
? Respond to and act as lead for special projects and assignments as needed.df-tc
