We are seeking a Telecom Engineer/Network Process Engineer for a 6-month contract-to-hire position in Falls Church, VA.

Responsibilities:
- Act as Telecom Subject Matter Expert (SME) supporting Operational Support Systems/Business Support Systems (OSS/BSS) development and Business Processes re-engineering and implementation
- Represent division chief at agency-wide and department-level Business Process and Policy and Architecture Working Groups
- Apply best practices to internal processes and support end-user best practices requirements for OSS tools.
- Develop DoDAF enterprise architecture documentation, showing the relationships between processes, data and systems.
- Review and assess agency and department level initiatives for potential impact on division environment
- Develop presentation material and brief agency and division level management teams

Essential Skills:
- Telecommunications Engineering experience with an in-depth understanding of TCP/IP and knowledge of other Wide Area Network (WAN) technologies like optical (SONET, DWDM and CDDM) and TDM (T1, T3)
- Must have experience designing, implementing, and managing large networks providing data and/or voice services.

Desired Skills:
- Knowledge and experience with Best Practice Frameworks such as ITIL, eTOM, CMMI and Six Sigma.
- Knowledge and experience with OSS/BSS systems design and implementation
- Knowledge and experience with Network Management

Travel: Up to 20%
