Vice President IT Project Management Office (VP PMO)

Vice President IT Project Management Office (VP PMO) reports to the Senior Vice President of IT Programs & Strategic Sourcing

The VP – PMOis responsible for establishing and maintaining strong relationships across information technology and business leadership to drive and foster the successful delivery of business capability ranging from routine applications enhancements to large, complex, mission critical business solutions.

Portfolio budgets north of $100 Million
Solutions include underwriting, claim, distribution and corporate systems
End-to-end service delivery process impacting all IT and business functions involved in the delivery of IT capability
Resource planning and management to achieve commitments

Accountable for driving annual planning to enable successful delivery of all CNA IT and transformational change investments.Management and establishment of business partners’ expectations across; delivery commitments, accountability for timeline, scope, quality and financial commitments associated with delivery, including change management.

Using governance methodologies ensure investment portfolio objectives are based on business objectives architecture with clear “line of sight” to CNA’s business drivers and measures of success, establish a benefit realization plan to deliver on objectives working to balance cost, benefit, and risk, while, ensuring delivery on benefit realization plan.

Tacitly responsible for the direct and matrix management of IT project management, vendor management, and governance resources. Evangelizing and maintaining constant and repeatable program delivery frameworks.Proactively analyses key delivery metrics to identify enterprise level barriers that impact delivery. Ensure these barriers are municate portfolio status and results.

Defines and drives process improvements to enhance overall performance of the IT organization through a Delivery Excellence function, center of excellence .

Administratively charged to ensure that responsibilities, authorities, and accountability of all direct subordinates and project staff are defined and understood.Provide leadership and mentoring across; project management best practices (including scope, time, cost, communications and risk management) for team members and other project managers.Refinement of CNA program management methodology as needed.

RESPONSIBILITIES

Successful leadership of the PMO operations direct reports and matrix teams
Delivery and management of large scale information technology institutive and enterprise programs on time, within budget and in alignment with business expectations
Single point of accountability for: Approval of technology solutions proposals to the business - Prioritization and variance of CNA Information Technology investment within the annual plan approved by CNA senior management - Point of escalation and resolution for the business within CNA Information Technology for Program Delivery.
Works with Sr. Management across information technology and the business area(s) to accomplish success delivery of portfolio initiatives.
Build high quality relationships with executive level business partners across; underwriting, claim, operations and financial as well as IT functional areas across; applications, QAT, infrastructure and architecture groups.
Management and negotiation with external vendors to ensure delivery of resources for managed programs.
Directly responsible for the disciplined delivery of all business change defined within our $118 - $160mm annual discretionary budget that is allocated across business area(s) for investment in people, process, tools and technology to achieve the businesses operating plans and ultimately the company’s strategic plans.
Mentors, coaches, and manages team performance by establishing specific goals and objectives
Drives and evangelizes change management associated with program delivery model
Monitors maintains and enforces service-level agreements (SLA) to exceed customer needs
Identifies positive and negative trends within programs initiatives via scorecard analysis to ensure that implementation is successful - On ongoing refinement of delivery operations, including process modifications; communicates changes and success to leadership owners and those impacted

VP IT PMO will be hands-on leader with demonstrated success delivering large scale programs.Ideally, capable of addressing complex enterprise delivery issues across; the technical and non technical realms (relationship management, consulting and practice management).Further, candidate must have a high level of executive presence demonstrated by the successful navigation of matrix environment in order to influence and drive/infuse accountability across all levels of the program team (technical and business).

The successful candidate will have a minimum of 15+ years of experience in progressive project management/program management role in both large corporate and tire I consulting environments. Direct experience within the commercial insurance industry is ideal.


Minimum Bachelors Degree, Advanced degree preferred in Business Management

The ideal candidate will have the following skills and experiences.Though each of the following items is not a requirement, a compelling combination of the following is a must:

Executive presence C-Level communications experience capable of influencing and driving accountability for results at all levels of the enterprise.
Successful delivery and management of large scale information technology institutive and enterprise programs on time, within budget and in alignment with business expectations -Delivery of portfolio larger the $50 million in spend.
Direct Hands-on Program management discipline: within large scale environmentsStrong understanding of the Service Delivery Life Cycle SDLC - High level of knowledge and command in industry best practices in the field of Complex, Enterprise Program Management, Strategy Development and Business Process Change Management.PMBOK.
Issue and risk management, application of lessons learned, vendor negotiations, Offshore resource management, Strong financial Management - Capitalization, and budget forecasting.
Track record for driving successful organizational and cultural change
Practice management experience to include Refinement of program methodologies - Success mentoring, coaching, and managing a team of direct reports establishing specific goals and objectives
Fundament understanding or direct experience with the commercial insurance space.df-tc
