Vice President and Chief Information Officer (CIO), World Learning
 
World Learning and its School for International Training are committed to recruiting and
retaining a diverse workforce.
 
Reports to:            Chief Operating Officer
Location:            Brattleboro, VT
 
General Description: The Vice President and Chief Information Officer (CIO) will lead World Learning in the implementation of the organization’s strategic priority to streamline and enhance systems and build World Learning’s technology infrastructure to a level not previously anticipated or implemented. As a member of the senior management team, the CIO is responsible for information technology vision, leadership and implementation at World Learning. The CIO will lead the organization in planning and implementing enterprise information systems to support both distributed and centralized academic, program and business operations and achieve more effective and cost beneficial enterprise-wide IT operations. The CIO is responsible for implementing the organization’s technical vision, leading all aspects of World Learning’s technology development and support. The CIO will provide technology vision in the development and implementation of World Learning’s Global Virtual Campus.
 
The CIO is a business strategist, IT functional strategist, implementation leader, technology advocate, and change agent, ensuring technology supports all business operations and enhances the organization’s ability to accomplish its mission. The position works collaboratively and regularly with World Learning management, internal and external stakeholders, vendors, and peers to understand the organization’s business, and to apply latest and most relevant technology industry trends and products to its vision. The CIO ensures there is a reliable and effective technology team building and managing technology for the global organization.
 
Specific Responsibilities:
·          Leads strategic planning, development, and evaluation of the information and technology systems of the organization.
·          Uses previous experience and knowledge of current, most up-to-date technologies to plan, implement and maintain a robust, global IT infrastructure as has not previously been implemented at World Learning.
·          Leads the execution of technology strategy for network infrastructure, technology platforms, enterprise and desktop applications, software licensing, hardware, security and academic technologies.
·          Facilitates communication between staff, management, vendors, and other technology resources within the organization to ensure an effective approach to planning, budgeting and implementing technology solutions
·          Provides leadership and guidance to the IT team and holds it accountable for building and supporting reliable systems
·          Establishes IT policies, standards, procedures for the organization that support efficient operations and effective business offerings.
·          Ensures a 24/7/365 accessible and effective set of core business systems upon which the organization depends globally.
·          Establishes effective partnerships with outsourced service providers to ensure service satisfaction by all stakeholders.
·          Establishes technical standards and ensures adherence to them for product development and organization operations. Ensures the security, privacy and regulatory compliance of all systems, including mobile and portable technology.
·          Develops and manages effective purchasing and support strategies for staff globally.
*    Creates and manages a professional development program for Information Technology employees.


Experience/Skills
Required Qualifications:
 
·         Minimum of 10 years of experience in engineering, software development, systems administration with 7 in an executive-level position.
·         Experience successfully managing technology in organizations going through revolutionary changes. Successful track record in transforming an organization’s technology from a grassroots or legacy state to a highly functional, up-to-date environment with advanced technologies.
·         Experience building and managing a complex, sophisticated and fully functional network infrastructure, Microsoft Exchange environment and web infrastructure from the ground up.
·         Exceptional skills in Project Management, System Analysis, System Development, Architecture and foundational technologies such as networking, communications, system platforms, etc.
·         Experience should also include exposure to both shared and outsourced solutions, as well as support of in-house information and communication systems in a multi-site client-server environment.
·         Thorough understanding of modern software, systems and methodologies. 
·         Experience with global IT infrastructure
·         Experience developing and managing an IT budget in excess of $10 million.
·         High level of technical competency in at least two of the following areas: network design and management, application development, database design & administration, web strategy, collaboration solutions, ERP systems integration.
·         Demonstrable expertise in facilitating the process of clarifying institutional needs and organizational strategies, translating them into appropriate technology applications.
·         Demonstrable ability to build, motivate and lead effective teams of IT professionals.
·         Strong interpersonal skills with excellent clarity of communications, strong leadership and negotiation skills.
·         Strong knowledge of and experience with software licensing agreements and technology products and services with a well defined ROI.
·         Demonstrable proficiency in and experience with Microsoft and Cisco technologies.
·         Excellent interpersonal, team building, and communication skills.
·         BS Computer Science or MIS required.
 
Desired Qualifications:
 
·         Experience with and demonstrable understanding of the major IT functions in an educational or non-profit context.
·         Experience living and working in other cultures.
