This is a senior level, seasoned professional, who applies a comprehensive and in-depth knowledge of project management and administrative support concepts, practices and procedures to most complex/sensitive or highly critical contract, project, task(s) or similar stand-alone group.

Candidate should be able to provide analysis and documentation, including flowcharting, of client's existing website. Candidate should be experienced in designing and maintaining Intranet and Extranet websites (url references required); able to create and edit graphic art, and collaborate with agency department managers throughout the development and maintenance.

Manages site updates and establishes schedule for certain monthly informational pages. Develops code and maintains a clear record of site updates. Complies with internal policies while maintaining an industry standard with design techniques.

Oversees one or more on-site projects by assembling teams and/or individuals, and acquiring resources as needed. Serves as liaison between team members and functional area management. Position is located at a client site and operates independently, reporting to operations management. Operates with substantial latitude for unreviewed action or decision. Under general supervision, plans, conducts, and may supervise assignments. Reviews progress and evaluate results. Work involves considerable coordination and interface with client and ACS staff. Errors can cause considerable delay, expense and/or disruption.

REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES:

Assembles project team(s), assigns individual responsibilities, develops project schedules and responsible for determining and acquiring resources needed.

Recommends changes in procedures. Reviews progress with management.

Contract administration tasks to include estimates of materials, equipment, production costs, performance requirements and delivery schedules. Prepares bids, specifications, test and progress reports.

May give functional direction to less experienced project support personnel and may supervise subordinate clerical and/or administrative staff in support of contract, project, or task(s).

Bachelors Degree in Web Design related field or three years experience with a similar project (references required).

Software literacy: HTML, XHTML, PHP, ASP, SQL, CSS, JavaScript.

Three years experience with publishing applications: Photo Editing (Adobe Photoshop, Quark), Drawing (Macromedia Freehand, Adobe Illustrator, and Corel Draw), Page Layout (Adobe-PageMaker, Adobe In-Design), Presentation (MS PowerPoint, Publisher), Multimedia (Macromedia Studio, streaming video)

Three years of web design experience with working on large scale websites (url references required). Advanced knowledge of computer graphic design techniques, design and desktop publishing software, interactive websites and web design standards. Ability and willingness to learn new authoring technologies relevant to website design and development.

Advanced knowledge of online forms creation and maintenance with mainframe and/or Oracle/SQL back-end. An understanding of e-commerce, internet security and data encryption required.
